It is no secret that New York City lawmakers hold the Second Amendment and its adherents in scorn. Residents are subject to oppressive restrictions that would horrify good people in much of the nation, and their right to keep and bear arms is systematically infringed upon.
And what about the city’s millions of annual visitors?
Until recently, there was not even an apparatus for those who dwell elsewhere to get government permission to carry in NYC lawfully. Nothing could be done to exercise the constitutional freedom of self-defense, whether visiting or working in the city.
And it is well known that these visitors are often targets of the bad guys who prey on the defenseless. Their choice was no choice at all, and that had to change.
It did. Sort of.
A lawsuit brought by Gun Owners of America (GOA) and a private citizen forced the issue. On Monday, the city announced its intention to comply with the Constitution and U.S. Supreme Court. GOA announced that NYC officials implemented an “emergency rule” to permit any U.S. citizen to apply for a concealed carry permit to use within city limits.
GOA senior vice president Erich Pratt celebrated the issuance of these non-resident permits. “This is great news for the untold millions of Americans who either work or visit New York every year. It’s critical that everyone can exercise their inherent right to self-defense, but until now, anti-gunners in New York denied most Americans that basic right.”
While all of this is true, there’s a significant catch. Non-residents must jump through the same egregious hoops demanded of those who live in the city. These include opening personal social media accounts for bureaucrats to scrutinize.
Applicants must prove they have a “connection” to one of Gotham’s five boroughs.
The city also demands that an NYPD official interview a concealed carry applicant. This is obviously a prohibitive requirement out of reach for virtually all of the millions of visitors to the nation’s largest metropolis.
Then, there’s the customary six-month wait for the permit to be issued.
Even those who live elsewhere but work in NYC will likely be reluctant to climb the barriers blocking lawful carry.
In other words, the city avoided the lawsuit after officials determined that virtually no one would be willing to endure its stipulations to be granted the right to self-defense.
They say the first step to solving a problem is admitting there is one.
