It should be clear that responsible adult college students have the fundamental right to protect themselves. Recent moves have been made to preserve this freedom, and South Dakota voted last week to potentially enshrine this liberty in law.
The state currently bans the possession of firearms on school property.
This could soon change, as the South Dakota Senate endorsed a bill that would permit the carrying of concealed handguns on college campuses by an overwhelming 33-2 vote. The bill now proceeds to the House of Representatives.
A late change to Senate Bill 100 mandates that students obtain an enhanced concealed carry permit to be armed on college campuses. This was done to make the proposal more acceptable to the South Dakota Board of Regents.
Firearms safety training must be completed, and the student must pass an FBI background check. The bill does not address open carry, only concealed.
New State Sen. Mykala Voita (R) explained that she has been legally carrying since she was 18. The sponsor of SB 100 declared that students who go through this process and “commit to carrying every day” are responsible adults.
SB 100 mandates that students lock up their weapons when they are not being carried, and firearms are not permitted in laboratory areas with flammable chemicals.
Supporters of this freedom have long argued that permitted concealed carry by responsible university students grants them the fundamental right to protect themselves.
It also raises a new layer of defense in the event of a mass shooting incident.
If the bill clears the House and the governor signs, South Dakota will become at least the 13th state to permit concealed carry on campuses in some form. There will undoubtedly be more states to join this roster as support for expanded Second Amendment rights gathers momentum.
