Senate Bill 3, which bans the manufacture of and dramatically infringes on the ownership rights of popular semi-automatic sporting rifles, passed through the Colorado legislature and now heads to Gov. Jared Polis’s (D) desk for his signature.

It is all but certain that the contentious gun control legislation will be signed.

The original bill was the outright ban sought by gun control extremists, but a compromise was reached over uncertainty on whether Polis would support the sweeping prohibition.

The governor strongly indicated he would veto the measure without changes. Gone is the sweeping ban on the sale of semi-automatic rifles, shotguns, and even some pistols capable of utilizing detachable magazines. 

The final version allows owners of these firearms to be exempted from the ban if they undergo a vetting process and then take a training course. Colorado residents who do not have a hunter safety certification would be required to undergo hours of training. 

Bipartisan opposition, with three Democratic senators joining every Republican in voting against the bill, could not derail the gun control measure. The final vote was 19-15.

If signed, the new law will take effect on August 1, 2026. It was initially planned to be enforced beginning in September but was delayed to give officials more time to create necessary forms and organize the firearm training curriculum.

Local sheriff’s departments will carry out the vetting process. Law enforcement will enjoy sweeping authority to deny applications, though rejected parties may sue.

The measure, even in its watered-down final form, represents one of the most egregious anti-gun bills passed by Colorado lawmakers. The state has made great strides in trying to catch California as the most hostile to Second Amendment rights.

The final compromise does not change the fact that the state took yet more action to impede the right to keep and bear arms.
