The wave of states recognizing constitutional carry as a fundamental right renewed its momentum Thursday in North Carolina. The state Senate approved a measure on a party-line vote to remove the controversial requirement that the people need government permission before exercising Second Amendment freedoms.

If the House approves the bill and Gov. Josh Stein (D) signs it, North Carolina will become the 30th state to recognize constitutional carry rights.

The 26-18 Senate vote came on one of two constitutional carry bills in the upper chamber.

Senate Bill 50 would recognize the right of all law-abiding North Carolina citizens to have a concealed weapon ready for self-defense. No longer would good people need to crawl to the government for permission to exercise a freedom clearly enumerated in the Bill of Rights.

According to the U.S. Concealed Carry Association (USCCA), states that recognize constitutional carry rights allow carry, open or concealed, without a government permit. This freedom may be conditional on various factors, such as some states requiring a license for concealed carry but not open carry.

The National Rifle Association (NRA) endorsed SB 50 as part of its overall support of constitutional carry—but with a caveat. The venerable organization warned that the bill “has some pitfalls that could entrap well-intentioned gun owners.”

The measure, according to the NRA, establishes “scenarios” in which a citizen could legally purchase a weapon only to find themselves barred from carrying that firearm outside of the home for self-defense.

Louisiana became the 29th state in the U.S. to establish constitutional carry last year. While critics claim that such liberty leads to lawlessness, supporters note that expanding self-defense rights deters violent crime. 

Until the U.S. Supreme Court steps in, there will always be holdout states that suppress the Second Amendment. But the constitutional carry roster now means tens of millions of law-abiding Americans do not need government permission to keep and bear arms.
