Anti-gunners know they cannot ban all firearms outright due to the pesky Second Amendment. In lieu of this draconian action, they are forced to settle for erecting every conceivable barrier—great and small—between law-abiding citizens and the right to keep and bear arms.

This week, Washington state lawmakers took a step closer to establishing a permitting system for merely purchasing a firearm.

The state Senate approved HB 1163, which goes beyond requiring official government permission before exercising constitutional rights. Would-be gun purchasers, if the measure reaches the governor’s desk and is signed, will be mandated to undergo “live fire training.”

Even further, the state would establish tracking of weapon transfers, which would be gathered in a database.

Specifically, HB 1163 mandates obtaining the permit along with requirements for submitting the application, issuance, and future revocation of such licenses.

It establishes requirements and protocols for obligatory safety programs and the issuance of concealed carry permits. In addition, record keeping for all weapons transactions is required, circumstances for delaying a firearm transfer are spelled out, and reporting requirements are put in place for firearm purchases and concealed carry licenses.

Good citizens must already undergo background checks and an arbitrary waiting period before taking possession of their lawful firearm in Washington. 

Again, every conceivable barrier between upstanding members of the community and lawful gun ownership rights.

One lawmaker, Sen. Phil Fortunato (R), bucked his colleagues in their headlong rush to build more walls around gun ownership.

Calling the measure a “blatant and dangerous assault on constitutional rights,” Fortunato further blasted the state for attempting to force the people to beg for an already established freedom.

“The government cannot convert a fundamental right into a privilege that must be bought, licensed, and approved by bureaucrats,” Fortunato declared. “If you have to ask permission, it’s not a right.”
