Rep. Tracey Mann (R-KS) introduced the Reining In Federal Licensing Enforcement (RIFLE) Act to halt such egregious actions. His office explained his reasoning in a statement.
The release noted that recently, the “ATF’s zero-tolerance policy forced small and mid-sized gun stores out of business. The agency revoked Federal Firearm Licenses due to minor clerical errors like missing a customer’s middle initial or using a state’s abbreviation rather than the state’s full name.”
Mann declared that the ATF recorded its highest total of gun store license revocations last year in two decades. And it wasn’t by accident.
Multiple reports suggested that the outgoing presidential administration reversed this zero-tolerance ATF policy on its way out, but Mann disputed this.
His statement accused the updated enforcement guidance of keeping the controversial zero-tolerance policy “fully in effect.”
Mann told Breitbart that his RIFLE Act makes the will of the people “crystal clear by fortifying the Second Amendment rights of local gun stores and seeking to restore a degree of wholeness to individuals whose livelihoods were destroyed by federal abuse.”
The act specifically states that the ATF must cooperate with FFLs and give them “a chance to comply” before a license revocation.
With its passage, the correct emphasis on “willful violations” would return, and innocent mistakes would not result in lost licenses. In other words, no more “zero-tolerance.”
